MISSISSIPPI GOVERNOR SEEKS INPUT ON STIMULUS SPENDING

Who: Governor Haley Barbour’s Office
What: Seek brief ideas or concept proposals with innovative ways to use a portion of Mississippi’s employment and training funds.

-Build partnerships to address workforce needs of businesses and training needs of workers.
-Identify strategies for high-demand industry sectors in local areas.
-Enable low-income, displaced, and under-skilled adults to acquire the knowledge and skills for success in high-growth industry.
-Identify regional approaches to couple workforce development with the local economic development strategies.
-Meet immediate and/or long-term needs for trained workers in demand occupations.
-Target projects at groups who are not currently fully engaged in the workforce.
-Implement online training programs which will target high-growth occupations.

Guidelines:

Submit brief ideas or proposals that demonstrate how the idea or concept will assist the state in meeting the goals. Submissions are limited to five single-sided, double-spaced pages on 8.5 x 11 inch paper.

THREE GOVERNORS REJECT FEDERAL STIMULUS DOLLARS

Who: Governor Bobby Jindal of Louisiana, Governor Haley Barbour of Mississippi, and Governor Rick Perry of Texas.
What:

The governors are refusing to accept the money allocated to support unemployment benefits as part of the federal stimulus package. Louisiana is rejecting $98 million, Mississippi is rejecting $56 million, and Texas is rejecting $555 million.

Why: To accept the federal stimulus dollars, states temporarily adopt the federal guidelines for collecting unemployment. This would change the formula for calculating unemployment benefits and extend benefits to part time workers who lose or quit their jobs for compelling family reasons. The governors are expressing concern that they will have to raise taxes to continue these increased benefits after the federal money runs out.
Response From Federal Government:

The U.S. Department of Labor wrote a letter assuring the Governors that they would not be required to make a permanent change in state law by accepting the federal dollars expanding unemployment benefits.

Additional Information: - Louisiana added 430 new unemployed people every day in December.
-Mississippi has an 8.7 percent unemployment rate, though the rate tops 19 percent in some counties
-Texas covers the smallest percentage of unemployed workers of any state; four out of five laid-off workers are not eligible for unemployment benefits.
