Advisory Team Created to Help Communities Navigate Grant Process

Who: Governor Bill Richardson's Office
What: Created the Competitive Grant Advisory Team, comprised of diverse New Mexicans from around the state to meet with and inform local communities in New Mexico about upcoming competitive grant opportunities created by the national stimulus package and to encourage and empower communities to apply. The group is also charged with seeking local partners in state applications for clean energy grids, broadband and health information technology funding.

MISSISSIPPI GOVERNOR SEEKS INPUT ON STIMULUS SPENDING

Who: Governor Haley Barbour's Office
What:

Seek brief ideas or concept proposals with innovative ways to use a portion of Mississippi's employment and training funds.

Goals:

-Build partnerships to address workforce needs of businesses and training needs of workers.
-Identify strategies for high-demand industry sectors in local areas.
-Enable low-income, displaced, and under-skilled adults to acquire the knowledge and skills for success in high-growth industries.
-Identify regional approaches to couple workforce development with the local economic development strategies.
-Meet immediate and/or long-term needs for trained workers in demand occupations.
-Target projects at groups who are not currently fully engaged in the workforce.
-Implement online training programs which will target high-growth occupations.

How to apply:

Submit brief ideas or proposals that demonstrate how the idea or concept will assist the state in meeting the goals. Submissions are limited to five single-sided, double-spaced pages on 8.5 x 11 inch paper.

WASHINGTON ACCEPTING GRANT APPLICATIONS FOR HOMELESS PREVENTION & RAPID RE-HOUSING PROGRAMS

Who: Washington Department of Community, Trade, and Economic Development (CTED)
What: Accepting applications for grants to be distributed from the $11 million federal stimulus dollars allocated to Washington for the Homeless Prevention and Rapid Re-Housing Program.
Goals:

-Provide short-term or medium-term rental assistance and housing relocation and stabilization services, including security or utility deposits, utility payments, moving cost assistance, and case management.
-Target individuals and families who would be homeless but for this assistance.

$10 MILLION ALLOCATED FOR GREEN JOB TRAINING FOR AT-RISK YOUTH IN CALIFORNIA

Who: California Employment Development Department and CaliforniaVolunteers
What:

Soliciting project proposals to receive funding from the $10 million allocated for the Green Jobs Corps Workforce Investment Act.

Goals:

-Pilot ten programs to train at-risk youth for technical, construction and other skilled jobs in eco-friendly industries that are expected to help fuel economic recovery.
-Place at least 1,000 at-risk youth 16-24 into green jobs over the next 20 months.

How to apply:

Applications are available on the California Employment Development Department website.

Proposals will be accepted from one of two lead agencies: 1) Local Workforce Investment Boards or 2) Community College Districts or local Community Colleges. The lead applicant must demonstrate a partnership with at least one nonprofit organization and an employer.

FLORIDA LAWMAKERS DECLINE STIMULUS MONEY FOR UNEMPLOYMENT

Who: Florida House and Senate
What: The Florida House and Senate turned down the proposal offering $444 million in federal stimulus dollars in unemployment aid.
Why:

To accept the federal stimulus dollars, Florida would temporarily adopt the federal guidelines for collecting unemployment. This would change the formula for calculating unemployment benefits and extend benefits to part time workers who lose or quit their jobs for compelling family reasons. Opponents to the proposal said the unemployment aid would hurt businesses and create new entitlements.

Response From Federal Government:

The U.S. Department of Labor wrote a letter assuring lawmakers that they would not be required to make a permanent change in state law by accepting the federal dollars expanding unemployment benefits.

Additional Information: -Florida’s unemployment rate is at a 30-year high.
-Approximately 40,000 people would have been eligible for unemployment aid under the new rules.

What:

An economic stimulus summit for cities and counties to get timely, detailed information on specific funding possibilities in the federal American Recovery and Reinvestment Act. Presenters include the Florida Department of Community Affairs, the Florida Department of Environmental Protection, the Florida Department of Transportation, the Governor’s Energy Office, the Florida Department of Children and Families, the Florida Department of Management Services, the Florida Agency for Health Care Administration and the U.S. Department of Agriculture.

FAMILIES STAY IN HOMES WITH HELP FROM FEDERAL AFFORDABLE REFINANCE PROGRAM

Who: U.S. Department of Housing and Urban Development (HUD)
What: Created the Home Affordable Refinance Program to give homeowners with loans owned or guaranteed by Fannie Mae or Freddie Mac an opportunity to refinance into more affordable monthly payments. The program has committed $75 billion to keep Americans in their homes by preventing avoidable foreclosures.
Goals:

-Provide homeowners with detailed information about the programs available as well as self-assessment tools to empower borrowers with the resources they need to determine if they are eligible for a modification or a refinance under the Administration’s program.

- Help up to 7 to 9 million Americans reduce their monthly mortgage payments to more affordable levels.

What: Funding through the Illinois Home Weatherization Assistance Program is available for low-income families to reduce heating and cooling costs by improving the energy efficiency of their homes. Measures may include: weather-stripping and caulking; insulating attics and walls; furnace work; repairing windows and doors; and replacing windows, if needed.

Who: Washington Department of Community, Trade and Economic Development
What: Funding through the Washington State Low-Income Weatherization Plan is available for low-income families to improve the energy efficiency of their homes. Measures may include: ceiling, wall and floor insulation; closing heat-escaping gaps by caulking, weather stripping, or broken window replacement; and heating system improvements.
How to apply:

First, view the eligibility guidelines to see if you qualify for the program.

If you qualify, contact your local weatherization coordinator to have your home weatherized.
