In an effort to continue to track the distribution of federal funds allocated by the American Recovery and Reinvestment Act, the Equal Voice for America's Families Coalition will send out updates about upcoming hearings, public actions, requests for proposals, updates and resources regarding expenditure and allocation of stimulus dollars at the state level.


State & Local Requests for Proposals

FUNDING AVAILABLE FOR NEIGHBORHOOD CLEAN-UP PROGRAM IN CHICAGO

Who: City of Chicago Department of Family and Support Services
What:

Soliciting proposals from qualified governmental entities and non-profit organizations to receive stimulus funding through the Neighborhood Clean-Up Program.

Goals:

-To provide work experience and training to hard-to-employ populations, including the formerly incarcerated;
-To provide intensive one-on-one support for participants to resolve barriers to longer-term employment; and
-To provide professional development services such as workshops on problem solving, communication skills, workplace literacy, financial literacy and job interview training to participants.

FUNDING AVAILABLE TO PROVIDE FORECLOSURE COUNSELING SERVICES IN CHICAGO

Who: City of Chicago Department of Community Development
What:

Accepting proposals from HUD-certified nonprofit housing counseling agencies to receive funding from the stimulus dollars allocated to foreclosure prevention.

Goals:

-To provide counseling to current homeowners who may be at risk of foreclosure now or in the future;
-To provide counseling to renters in foreclosed multi-family properties; and
-To provide education regarding foreclosure laws and timelines; loss-mitigation options; and rights and options for tenants in foreclosed buildings.

FUNDING AVAILABLE FOR OUTREACH EVENTS TO PREVENT FORECLOSURE IN CHICAGO

Who: City of Chicago Department of Community Development
What:

Accepting proposals from HUD-certified nonprofit housing counseling agencies to receive funding from the stimulus dollars allocated to foreclosure prevention.

Goals:

-To design and deliver at least six public outreach events to assist homeowners complete applications for mortgage modifications under the Obama Plan;
-To design and execute a locally targeted marketing and outreach plan;
-To work with lenders to ensure timely processing of applications;
-To recruit and train housing counselors, attorneys and staff to provide assistance at the above events; and
-To create or expand on a website that links homeowners to Making Home Affordable and/or other relevant mortgage/foreclosure mitigation information.

FUNDING AVAILABLE TO ‘GO RED’ IN ARKANSAS

Who: The Arkansas Recovery Office and the Arkansas Department of Environmental Quality
What:

Accepting applications from public, private or nonprofit organizations with eligible diesel equipment to receive funding through the stimulus funded Reduce Emissions from Diesels (RED) project.

Goals:

-To promote job creation or retention;
-To serve areas with the highest population densities or are in poor air quality areas;
-To maximize the useful life of certified engine configuration or verified technology; and
-To conserve diesel fuel or encourage the use of ultra low sulfur diesel in non-road diesel engines.

Federal Requests for Proposals

FUNDING AVAILABLE FOR PATHWAYS OUT OF POVERTY PROGRAM

Who: U.S. Department of Labor
What:

Accepting applications from local nonprofit entities and national nonprofit entities with networks of local affiliates, coalition members, or other established partners to receive funding through the stimulus-funded Pathways Out of Poverty Program.

Goals:

-To target services to unemployed individuals, high school dropouts, individuals with a criminal record and disadvantaged individuals living in high areas of poverty;
-To provide sound recruitment and referral strategies;
-To integrate basic skills and work-readiness training with occupational skills training;
-To combine supportive services with training services to help participants overcome barriers to employment; and
-To provide training services at times and locations that are easily accessible to targeted populations.

WORKSHOP FOR BUYING FORECLOSED HOMES IN ARIZONA

Who: Chandler City Council
What:

A workshop designed to familiarize residents with the city's program to purchase foreclosed homes in the 85225 ZIP code and convert them into permanent affordable housing.

The City Council will use federal stimulus dollars to form a nonprofit land trust to purchase foreclosed homes. The trust will retain title to the land and the homeowners will purchase only the home itself. The program includes homeowner education and counseling services, and buyers may be eligible for down payment assistance.

Stimulus Funds Bring Relief to States, but What About 2010?

As states across the country grapple with the worst economy in decades, most have cut services, forced workers to take unpaid days off, shut offices several days a month and scrambled to find new sources of revenue.

The good news is that much of the pain this year has been cushioned by billions of dollars of federal stimulus money, which has allowed states and localities to avoid laying off teachers, prison guards, police officers and firefighters.

Chicago Students Survive Homelessness, Move on to College

Nasia Smith was 16, pregnant and living with her great-aunt because she didn't have a relationship with either of her parents when she received this ultimatum: If you choose to have a baby, then you can't live here.

Smith kept her baby and her conviction to finish high school.

"I've been in a community [where] there's always a junkie outside or something like that and I'm pretty sure that half of them didn't even complete high school," she said. "I just used them as a motivation and I knew, especially if I had a child, that I at least needed to make it out of high school."

Soros Gift Allows Bonuses to State’s Needy Students

A $35 million gift from George Soros, the financier and philanthropist, will allow for a $200 back-to-school bonus for each of more than 850,000 low-income children in New York State this fall, state officials said on Friday.

The $175 million in bonuses are also funded by $140 million from the federal government under a four-to-one matching program for needy families created by the stimulus package.
